Especially because that makes securing them pretty easy - just save the whole dang Users folder :) They belong into either the user profile folder or the steam cloud folder tree. It was not feasible to store them there since NTFS became the default, so for decades. The behavior is rather curious, especially given that it seems to affect a wide range of PC setups and users.
